The APIs have the following nominal rate limits:

Higher API rate limits may be available on a per API key / organization basis. To increase your API rate limits, contact the ACTIVE Net support team (activenetsupport@activenetwork.com).
Note:
ACTIVE Net System REST API calls are limited to 2 calls per second. If the call rate exceeds 2 calls per second, then the server will return an HTTP 403 status code.
Once you exceed your quota limit for the month, you will receive an HTTP 403 status code.
